In a conflict-ridden landscape marked by cyclical violence, the Tutsi ethnic group occupies a unique position, between vulnerability and military hegemony. A significant segment of the group’s actors appears to favor pursuing security through military means. This study seeks to understand the identity-based, geopolitical, and geoeconomic determinants of this martial inclination. These militarized dynamics emerge from an imbrication of structural factors: the state authority’s crumbling, whether intentional or not, the militarization of communities, competition for access to strategic resources, the porous borders, and the continuous movement of armed actors. They become entrenched in perceptions regarding citizenship, the recognition of nationality and limited political representation. The multifaceted explanatory factors range from root causes to hidden agendas. Crisis exit strategies should combine the rebuilding of the State, institutional reforms, dialogue, and the recognition of nationality.
