An effective political system relies on the ability to transform demands and grievances into responses or decisions. The resurgence of the M23—following a decade of defection and some fourteen years of pressing the core demands outlined in the "March 23rd Agreements"—calls for an understanding of the external dynamics that have been internalized, or the internal dynamics that have been externalized, underlying these renewed claims. This conflict raises questions about the Congolese state’s capacity to resolve the socio-political and military conflicts in the east. Whether explicitly stated or not, whether new or long-standing, and whether aligned with Rwanda’s position or otherwise, the underlying causes, stated demands, and hidden agendas driving the greatest conflict in Central Africa require deciphering. What substance lies behind the M23’s long-standing grievances, and how can one explain the recent demands underpinning the fifth war in the eastern Democratic Republic of the Congo?
