War and peace coexist and form the law of universal Manichaean interconnection. This study analyses these two phenomena and how they are reflected in the addresses of the two Presidents of the Republic, drawing on five State of the Nation addresses. The Democratic Republic of the Congo has been experiencing a cycle of war and peace for around thirty years. Content analysis unpicks the enemies, the violence, strategies and consequences emerging from the speeches delivered on 14 December 2015, 15 November 2016 and 18 July 2018 by President Joseph Kabila, and those delivered on 13 December 2021 and 11 December 2024 by President Félix-Antoine Tshisekedi. Wars are qualified and requalified: rebellions, acts of terrorism, wars of aggression, conventional or non-conventional wars, hybrid wars, asymmetric wars, Peaceful means for the conflict prevention and resolution are alternated but very limited in a context of local, national, regional and international fierce competition over strategic natural resources. Discourse oscillates between disoriented pacifism and complicit warmongering. The risks looming in the face of recurring military threats are the ‘Kashmirisation, Balkanisation, Sudanisation and Zionisation’ of the eastern Democratic Republic of the Congo. Against this phenomenon, a dynamic warrior is taking shape centered on revolution, resistance, resilience and resignation.
